Winner Division C, Overall Winner

City of Sydney: Cleaning up ESD reports for large scale development applications: The City of Sydney environmental performance template
In response to ongoing concerns regarding the disconnect between environmental sustainability requirements set out in council's LEP and DCP and submitted large scale development applications, council introduced a more rigorous and bounded approach whereby applicants can describe their ESD design commitments succinctly in an online webform.

The online template has significantly shifted ESD reporting for large-scale development, including specific places within the forms where applicants are explicitly asked if design elements are plan-marked. Template submissions are easily tracked and dramatically improve monitoring and outcomes reporting.
