The Role of Local Government

Councils work independently and with State Government agencies to manage the risks of exposure to asbestos. Situations where councils can have a role include:

  • Emergency response
  • Management of naturally occurring asbestos
  • Regulation of activities (non-work sites, particularly DIY home renovations)
  • Management of contaminated land
  • Management of council land, buildings and assets
  • As a responsible employer
  • Education and advice to the wider public
  • Waste transport, disposal and regulation
  • Land use planning (including development approvals and demolition)

Model Asbestos Policy

In 2012 LGNSW, in partnership with the Heads of Asbestos Coordination Authorities (HACA), developed a Model Asbestos Policy which:

  • can be used as the basis for councils’ own asbestos policies
  • outlines councils’ important legislative obligations
  • was developed with input from council representatives
  • was issued to all councils by the Office of Local Government under section 23A of the Local Government Act 1993 in 2013.

In 2015, the Model Asbestos Policy was revised by HACA. Councils should use the revised Model Asbestos Policy (2015) as the basis for their asbestos policy.

Best Practice Asbestos Management Forums for Councils

LGNSW, in collaboration with the Heads of Asbestos Coordination Authorities (HACA) and councils, holds best practice asbestos forums across NSW.

These forums offer participants the opportunity to explore the role that councils play in the safe management and regulation of asbestos within their Local Government Areas.

Forum - Best Practice Asbestos Management for Councils at Shellharbour City Council 

On 24 October 2019 LGNSW & Shellharbour City Council will host a forum on best practice asbestos management for councils.

Details: Councils from NSW are invited to attend along with representatives from the EPA, SafeWork, Fire & Rescue, Planning & Environment, and LGNSW to discuss the following topic areas:

  • Asbestos land contamination, asbestos waste management and illegal dumping of asbestos
  • Management of asbestos risks within council workplaces
  • The Model Asbestos Policy for NSW Councils
  • Land Contamination and Remediation of Land
